In order to save space and keep the Creations forum organized please post your Councilors and Department Heads in this forum. This post is only written out of character to serve as a disclosure and begin the thread. Please make all posts from here on out in character. Thank you very much for your cooperation.

Kenzuichi Rokishi (PL 0) is the Head of the Department of Resource Acquisition or the DRA. Kenzuichi grew up as a "scrapper" and made a living by gathering pieces of worthless metal waste and submitting them to recycling facilities for cash. After years of field experience locating buried deposits of metal from former landfill sites and abandoned auto plants Kenzuichi became renowned for his expertise in recognizing "hotspots" from their geography. Eventually, the Dome recruited him to direct their scavenging operations and ever since he has taunted the haughty Councilors, boasting of the incredible influence he wields over them in spite of his low birth. The Department of Resource Acquisition is the most vital yet least prestigious of the many Administrative Departments. The Department of Resources generally consists of the many scavengers, appraisers, tech experts, and metallurgists tasked with gathering raw materials from the surrounding ruins and recycling them into a useable form for the Dome. While generally looked won upon by the more academic or aristocratic members of the Dome as being nothing more than scrap shovelers the DRA wields a lot of influence given their fundamental role in feeding the industry of the Dome with raw materials.

The Department of Public Order was established following the Purity Crusade. The civil unrest between Dome citizens and Old Tokyo dwellers had always been intense but new paranoia began to spread among the people of the Dome after hearing of the fanatical new religious movement sweeping the unwashed masses. While the Purity Crusade idolized the Dome and its pure inhabitants the violence it inflicted upon mutants was disturbing at best and tumultuous at worst. Afraid that anarchy and violence would rule the streets of Old Tokyo thus weakening the buffer between the Dome and the wasteland a new Department was established by the renowned military officer Uraichi Nebu. A veteran of the Archipelagic Wars, Nebu had been a member of the platoon that captured the strategically vital port of New Brunei and was greatly respected among the people of the Dome. Nebu held that it was the Dome's duty not merely to hide and stagnate but to go forth and bring order and sterility to a world gone mad. He expressed his desire to impose order upon the chaos of the apocalyptic world first when he recommended that the Dome forcibly install loyal governments in the nations it had defeated and later when he heard about the Purity Crusade. Appalled by the "commoners" brutal vigilante justice Nebu applied for the creation of an External Dome security force or as it is known today, the Department of Public Order. This new Department has acted as an efficient military-police force dedicated to keeping the citizens of Old Tokyo docile and loyal to their rightful Dome suzerains while also preserving justice and peace among the frontier of Neo-Tokyo society.

Nonagi Sensho is one of the least respected yet most influential members of the Council of the Pure. While he is descended from Japanese nobility and his bloodline has remained pure of both mutation and foreign blood the powerful Departments of Neo-Tokyo have scoffed at him and what he stands for. Sensho's family was one of the first new noble houses to establish themselves in Post-War Japanese society. Like many dynasties, his was founded by wealthy elites who in the Pre-War world would have been ineligible for titles of nobility. Yet after the War, the businessman and other rich assumed the role of landed elites commanding their own armies, land, and political power. Due to the limited amount of viable land left in Japan, most of the nobles held nominal titles and lived pampered lives sheltered within the Dome. The most influential or in Sensho's case unfortunate of "pureblooded" Japanese nobility have been granted Neo-Tokyo's new overseas territories in the aftermath of the second Archipelagic War. Thus the fiefdoms of Firipin and Taiwan were established and each was granted to a noble house. For decades Sensho's family had spent much time and effort attempting to increase the otherwise symbolic power of the Council of the Pure. Wishing to establish a truly neo-feudalistic society they pushed for a new era of Japanese colonialism and expansionism so as to secure more land to be distributed among the elites. Furthermore, the Sensho clan wished for Tokyo to be split into districts and each to be granted to a different noble house. Fearing the potential loss of power that would result from the Sensho family's decentralization programs and the dire effects of increased Pureblood political power the Department Heads decided to appease the Sensho's with the gift of the Philippines. Their plan has worked in an unexpected way, the figurehead nobles have found themselves ill-equipped to govern Firipin and thus the Department Heads have not only managed to secure their power base in the Dome but also in the fledgling colonial territories. Nonagi, having been raised with the values of his clan, despises the meritocrats of the Departments yet finds himself forced to cooperate with them if only just for the desperately needed financial and military support.
