List of Pure Council Members and Department Heads (PL 0)

Nonagi Sensho is one of the least respected yet most influential members of the Council of the Pure. While he is descended from Japanese nobility and his bloodline has remained pure of both mutation and foreign blood the powerful Departments of Neo-Tokyo have scoffed at him and what he stands for. Sensho's family was one of the first new noble houses to establish themselves in Post-War Japanese society. Like many dynasties, his was founded by wealthy elites who in the Pre-War world would have been ineligible for titles of nobility. Yet after the War, the businessman and other rich assumed the role of landed elites commanding their own armies, land, and political power. Due to the limited amount of viable land left in Japan, most of the nobles held nominal titles and lived pampered lives sheltered within the Dome. The most influential or in Sensho's case unfortunate of "pureblooded" Japanese nobility have been granted Neo-Tokyo's new overseas territories in the aftermath of the second Archipelagic War. Thus the fiefdoms of Firipin and Taiwan were established and each was granted to a noble house. For decades Sensho's family had spent much time and effort attempting to increase the otherwise symbolic power of the Council of the Pure. Wishing to establish a truly neo-feudalistic society they pushed for a new era of Japanese colonialism and expansionism so as to secure more land to be distributed among the elites. Furthermore, the Sensho clan wished for Tokyo to be split into districts and each to be granted to a different noble house. Fearing the potential loss of power that would result from the Sensho family's decentralization programs and the dire effects of increased Pureblood political power the Department Heads decided to appease the Sensho's with the gift of the Philippines. Their plan has worked in an unexpected way, the figurehead nobles have found themselves ill-equipped to govern Firipin and thus the Department Heads have not only managed to secure their power base in the Dome but also in the fledgling colonial territories. Nonagi, having been raised with the values of his clan, despises the meritocrats of the Departments yet finds himself forced to cooperate with them if only just for the desperately needed financial and military support.
